Dutch reader Sander gave an interesting suggestion concerning the identity of this printmaker. Reading the signature he suggests: Jef de Pauw (1888-1930) in interesting and well known Belgian neo-impressionist painter. He was known for his love for painting winter landscapes and also created woodblock prints. Also to my surprise he painted a wagon (french: "roulette")much like the one in the print.
Jef de Pauw had a son Gabriel (Gaby) de Pauw (1924-2000) who was also a painter with a love for winter landscapes. He also painted a similar wagon.
That winter scene is spectacular. I seem to have more winter prints than any other season of the year.
